BOARD ACTION REQUESTED:
Approval of proceeding with vendor, Craftsmen Industries, for the purchase of a Mobile Health Unit, as recommended by the RFP review committee. The final contract (and/or purchase agreement) will be brought forward for approval upon completion of the build design.

BACKGROUND:
In alignment with public health priorities to improve access to care, the Genesee County Health Department initiated a Request for Proposals (RFP) process for the purchase of a fully equipped Mobile Health Unit. The RFP was developed and conducted in coordination with Purchasing, Risk Management, Facilities & Operations, and Fiscal Services. The purpose of the unit is to deliver essential public health services to underserved and high-needed populations throughout the county.

DISCUSSION:
A total of 10 vendors submitted proposals through a competitive and rigorous RFP process. Proposals were evaluated by a cross-functional review committee using a structured scoring system based on technical specifications, cost, delivery timeline, vendor qualifications, and overall alignment with project needs. The top three vendors were invited to interviews, after which Craftsmen Industries was selected as the recommended vendor. Craftsmen Industries demonstrated the strongest alignment with the required specifications, including ADA accessibility, sound-limiting exam rooms, lab space, onboard utilities, and capacity for gynecological and general health services. They also provided the most responsive and detailed plan during the interview phase. Importantly, Craftsmen Industries has assured the County that if awarded the contract, they can deliver the completed unit within eight (8) months. We are requesting approval to proceed with Craftsmen Industries as the selected vendor. The final contract (and/or purchase agreement) will be presented to the Board for approval upon final build approval. At the time of submission of this memo, the cost of is estimated at $569,270.00, a total not to exceed $600,000.00. No additional county appropriation is needed.

IMPACT ON HUMAN RESOURCES:
There is no anticipated impact on human resources.

IMPACT ON BUDGET:
The cost will be covered by the County Health Millage: $569,270.00, total not to exceed $600,000.00.

IMPACT ON FACILITIES:
Facilities have indicated that the mobile health unit will be parked inside the County-owned storage facility located on Lippincott Blvd.

IMPACT ON TECHNOLOGY:
IT will be requested to provide guidance on the various communications options available in the building process. This includes cellular data connection for county issued devices inside the mobile health unit.

CONFORMITY TO COUNTY PRIORITIES:
Healthy, Livable, and Safe Communities: The Mobile Health Unit will expand access to core public health services by bringing care directly to residents who face barriers to accessing brick-and-mortar locations. This proactive approach helps prevent illnesses, promotes well-being, and improves community health through equitable health service delivery. Community Growth: By increasing visibility and engagement in the community, the Mobile Health Unit strengthens our presence as a trusted health partner. It supports growth by enabling partnerships with schools, community centers, local events, and emergency response systems.

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Health Officer to authorize awarding the project to  design, build, and deliver a Mobile Health Unit to Craftsmen Industries, Inc., at a total cost not to exceed $600,000.00 to be paid from account 2211-602.073, with a final contract or purchase order to be brought back to this Board for final approval, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the August 13, 2025, meeting of the Finance Committee of this Board).
