BOARD ACTION REQUESTED:
Staff is requesting approval of the Genesee County Recycling and Education Center architectural services project.

BACKGROUND:
GCMPC is working toward developing a permanent recycling and education center that will be available to Genesee County residents to properly dispose of various materials including household hazardous waste. The former McDonald Dairy site at 609 Chavez Drive, Flint, MI 48503 was identified as a suitable location for the recycling drop-off facility and other county facilities. Demolition activities taking place on the property are nearing completion. Accordingly, a request for proposals (RFP) was released to solicit architectural companies to assign with design, construction bid administration, and construction administration relevant to the recycling facility. The RFP closed on December 5, 2024, and five proposals were received. Proposals were evaluated and scored by an internal evaluation team. The top two firms were then interviewed in-person to gather more insight on their proposals. Through this process, DLZ was collectively identified as the preferred architectural firm for this project. Based on the company’s proposed timeline, it is anticipated that construction of the facility will be completed by January 2027.

DISCUSSION:
Staff is requesting approval to establish a budget and develop a purchase order of $398,000 for the Genesee County Recycling and Education Center architectural services project. This project will be funded through Genesee County Solid Waste Ordinance fees with no use of County General Fund. The budget will consist of design expenses, construction bid administration, construction administration, and project close out activities.  This budget provides the financial framework for this project. To aid in keeping the project on track, the Director of Administration will have signature authority for items that fall within the adopted budget. Any item that exceeds the adopted budget will require further review and approval by the Board of County Commissioners. All items requiring signature for this project will follow the regular document review process with oversight provided by the appropriate support department.  Staff is requesting approval to enter into a contract with DLZ in the amount of $398,000 (Account# 2321-735.00-804.000), and for the attached contract to be signed by Genesee County Board of Commissioners Chairman Delrico J. Loyd. Staff is also requesting approval of the attached budget adjustment for this project.

IMPACT ON HUMAN RESOURCES:
No impact on human resources. Architectural services will be conducted by the hired consultant.

IMPACT ON BUDGET:
The budget is funded through the Genesee County Solid Waste Ordinance. No General Funds will be used for this project.

IMPACT ON FACILITIES:
This project will design and assist with the construction administration of the Genesee County Recycling and Education Center.

IMPACT ON TECHNOLOGY:
No impact on technology.

CONFORMITY TO COUNTY PRIORITIES:
To meet Genesee County’s priority of healthy, livable, and safe communities, this project will support the design and construction of the Genesee County Recycling and Education Center, located in the heart of the City of Flint, a community that greatly calls for revitalization. Further, by establishing a recycling center, residents will have a more convenient and accessible opportunity to properly dispose of household hazardous waste, electronics, and other materials.   To meet Genesee County’s priority of long-term financial stability, the development of a permanent recycling center will provide a new cost-effective service to residents based on data derived planning.
