BOARD ACTION REQUESTED:
The Genesee County courts are respectfully requesting approval of a contract with A2J Tech PBC (“A2J”) for the annual maintenance, support, software updates, and other related services necessary for the optimal performance of the seven (7) legal kiosks installed in the Legal Resource Center, located currently in on the 1st Floor of the Courthouse and will be moved to the law library space on the second floor of the Genesee County Courthouse once renovations have completed.
BACKGROUND:
The original contract with A2J, as approved by Reso 2024-135, contained provisions regarding the performance of annual maintenance, support, software updates, and other related services necessary for the optimal performance of the seven (7) legal kiosks installed in the Legal Resource Center, as well as the budget for such items. However, the original contract specified a completion date of August 30, 2024 for the kiosks themselves without reference to the term for the annual items. This contract clarifies the term for the annual items and includes a 3-year extension, at a cost not to exceed $24,350.00 for the initial term of the contract. The approved Legal Resource Center budget for fiscal year 2025 incorporated this cost.

Annual upkeep and maintenance items will be paid from 2689-283.03-801.004, 1010-283.00-933.001, as part of the approved budget for the Legal Resource Center.

County IT and Court IT have been and will be involved in the upkeep and maintenance of the units.
CONFORMITY TO COUNTY PRIORITIES:
The current request, and the greater legal resource center project, will serve as significant benchmarks in improving access to justice to those in the community who cannot afford an attorney to navigate the legal process. Self-represented litigants make up a large contingent of those who intersect with the court. Court leadership has embarked on an important mission to better serve the community by providing a modern legal self-help center. The present request is in the furtherance of this mission.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Legal Resource Center Director to authorize entering into the Annual Upkeep and Maintenance for Legal Kiosk contract between Genesee County and A2J Tech PBC, whereby the contractor will provide maintenance, support, software updates, and other related services necessary for the optimal performance of the seven legal kiosks located in the Legal Resource Center in the Circuit Courthouse, at a cost not to exceed $24,350.00 for the initial term of the contract, which shall be through August 31, 2025, to be paid from accounts 2689-283.03-801.004 and 1010-283.00-933.001, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the January 22, 2025 meeting of the Governmental Operations Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County.
