RE: Approval of the GCMPC Public Participation Plan, which outlines the processes and methods used to collect community input and concerns, as well as provide education for the public regarding GCMPC programs
recommendation
BOARD ACTION REQUESTED:
Approval of the Genesee County Metropolitan Planning Commission Public Participation Plan.
BACKGROUND:
The Genesee County Metropolitan Planning Commission (GCMPC) administers several federal and State of Michigan programs for the Flint-Genesee County area, such as the Community Development Block Grant Program, Federal Highway Administration Programs, Federal Transit Administration Programs, and the Materials Management Program. A major component of these programs is the assurance that public participation is provided for and encouraged throughout the planning process. The planning process GCMPC follows is outlined and guided by the GCMPC Public Participation Plan (PPP). The purpose of the Public Participation Plan is to outline the process and methods we use to collect community input/concerns and educate the public on our programs. The PPP can be viewed by clicking on the following link: https://gcmpc.org/wp-content/uploads/2026/09/GCMPC-Draft-Public-Participation-Plan-2026-with-Appendices.pdf
DISCUSSION:
GCMPC staff has been working on updating the PPP and has provided a draft copy to all of its committees for review and comment. A draft of the Public Participation Plan was finalized and sent out for a 45-day public review and comment from August 3, 2026 until September 17th, 2026.
Staff received 4 public comments and incorporated comments regarding providing additional, innovative opportunities for the public to participate, both virtual and in-person.
The Public Participation Plan update has been approved by the Genesee County Metropolitan Planning Commission, the Genesee County Materials Management Planning Commission, and the Genesee County Allocation Committee. The Technical Advisory Committee and the Metropolitan Alliance will take action on the draft plan in November.
