RE: Specialty Courts Substance Abuse Treatment Services

BOARD ACTION REQUESTED:
Requesting that the Board approve a contract with New Paths, Inc for substance abuse treatment and counseling services.
BACKGROUND:
The contract for substance abuse treatment and counseling services was published for proposals by the Genesee County Purchasing Department. Two proposals were received, both were evaluated and scored against objective criteria. New Paths, Inc. received the highest score.
DISCUSSION:
The previous provider was no longer to retain the therapeutic staff necessary to continue with an existing contract. This circumstance gave rise to publishing a request for proposals.

IMPACT ON BUDGET:
None. There are grant funds available to support this contract in an amount not to exceed $51,537. The Family Dependency Grant account number 2922-283.00-801.004 ($4,155.00), the Adult Felony Grant account number 2924-285.00-801.004 ($18,000.00) and the SAMHSA Grant account number 2924-326.00-801.004 ($29,382.00).

This contract with New Paths, Inc. would promote the Genesee County priority of Community Growth. Collaborating with New Paths, Inc. will create economic growth in Genesee County.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request of the Circuit Court Administrator to authorize entering into a contract between Genesee County and New Paths, Inc., whereby New Paths will provide substance abuse services to the Genesee County Specialty Courts commencing February 1, 2024, through September 30, 2024, at a cost not to exceed $51,537 to be paid from the following grant funds: the Family Dependency Grant account number 2922-283.00-801.004 ($4,155.00), the Adult Felony Grant account number 2924-285.00-801.004 ($18,000.00), and the SAMHSA Grant account number 2924-326.00-801.004 ($29,382.00), is approved (a copy of the memorandum request dated February 7, 2024, and supporting documentation being on file with the official records of the February 7, 2024 meeting of the Governmental Operations Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County.
