RE: 2023 Infrastructure Grant Agreement for Recycling Drop-off Center between the Genesee County Metropolitan Planning Commission (GCMPC) and the Michigan Department of Environment, Great Lakes, and Energy (EGLE)
recommendation
BOARD ACTION REQUESTED:
The Genesee County Metropolitan Planning Commission is recommending the Board of Commissioners accept the 2023 EGLE Recycling Infrastructure Grant Agreement. Staff is also recommending approval of the attached budget adjustment along with this request.
BACKGROUND:
Due to increased demand and dramatically rising costs experienced with current household hazardous waste (HHW) collection events, GCMPC is looking to establish a permanent recycling drop-off location for the collection of HHW as well as other materials like paper, cardboard, and plastic. This location will allow GCMPC to provide recycling collection services for a wider range of materials to a greater number of residents, at a lower cost. Staff have identified a site for the recycling drop-off at 609 Chavez Drive in Flint, which is currently owned by the Genesee County Land Bank and was previously used by the McDonald Dairy Company. The staff is in the process of working with a consultant, The Mannik & Smith Group Inc, who will oversee the demolition of dilapidated facilities that exist on the property. Once demolition is complete, staff will work with an architect/consultant to oversee the design and construction of the recycling drop-off facility.
DISCUSSION:
This past May, GCMPC staff applied to EGLE for the 2023 Recycling Infrastructure Grant program to be used towards the recycling drop-off center. Staff were notified by EGLE that GCMPC will be awarded $900,000 towards the recycling drop-off through this grant. This funding can be used for infrastructure costs associated with the collection of general recyclable materials including paper, cardboard, and plastic, which will be a component of the overall recycling drop-off site.
IMPACT ON HUMAN RESOURCES:
No impact on human resources.
IMPACT ON BUDGET:
This will increase solid waste revenues and expenditures by $900,000. All added costs are to be covered by the EGLE grant revenue.
IMPACT ON FACILITIES:
This grant will help subsidize the cost of establishing a recycling drop-off facility for the collection of various materials from Genesee County residents.
IMPACT ON TECHNOLOGY:
No impact on technology.
IMPACT ON INDIRECT COSTS:
No impact on indirect costs.
CONFORMITY TO COUNTY PRIORITIES:
To meet Genesee County’s priority of healthy, livable, and safe communities, this grant will fund the county’s first permanent recycling drop-off center. This will allow residents to be environmentally responsible by disposing of waste sustainably rather than throwing away materials which ultimately will be sent to a local landfill. Additionally, establishing the drop-off center allows a blighted property to be redeveloped. The former McDonald Dairy is a key gateway to the City of Flint, which will be developed into a visually appealing site and productive use in a community that greatly calls for revitalization.
