BOARD ACTION REQUESTED:
Staff is recommending approval of a contract extension and fund transfer request from Mt. Morris Township’s 2025 Infrastructure Improvements project to its 2025 Code Enforcement project and requesting Genesee County Board Chairperson, Dale K. Weighill, to sign the contract amendment. Staff is also requesting approval to amend the Purchase Order for the project accordingly.

BACKGROUND:
Mt. Morris Township is requesting to transfer $17,411.41 in Community Development Block Grant (CDBG) funds from its completed 2025 Infrastructure Improvements project to its 2025 Code Enforcement project. The Infrastructure Improvements project, which was used to resurface a section of McAlpine Drive, was completed with funds remaining. 

The transferred funds would be used to reimburse eligible Code Enforcement expenses incurred during the current contract period. The transfer would increase the Code Enforcement project budget from $20,677.00 to $38,088.41. The expenses include eligible activities such as inspections, enforcement, related staff wages, and property abatement. 

Staff also recommends extending the Code Enforcement contract from September 30, 2026, through November 30, 2026. This will allow sufficient time to complete the fund transfer and process reimbursement for the eligible expenses already incurred.

To meet Genesee County’s priority of healthy, livable, and safe communities, Community Development Block Grant funds can be used for activities that improve the safety and livability of low- and moderate-income communities, including eligible Code Enforcement activities.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Planning to authorize amending the contract between Genesee County and Mt. Morris Township, said amendment being necessary to transfer funding in the amount of $17,411.41 from the Mt. Morris Township 2025 Infrastructure Improvements project, account 2340-704.16-899.000, to the Mt. Morris Township 2025 Code Enforcement project, account 2340-704.07-899.000, to authorize amending the project’s Purchase Order accordingly, and to authorize extending the contract through November 30, 2026, to allow time to expend the funds, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the October 7, 2026 meeting of the Community and Economic Development Committee of this Board), the Chairperson of the Board is authorized to execute the contract amendment on behalf of Genesee County, and the Chief Financial Officer is directed to record the attached budget amendment.
