RE: Approval to create, post & fill one (1) part-time Veteran Services Officer

BOARD ACTION REQUESTED:
Approval of a request by the Genesee County Department of Veterans Service to establish a Part-Time Veterans Services Officer position. The position will be funded through the Michigan Department of Military and Veterans Affairs/County Veteran Service Fund Grant.
BACKGROUND:
The Department of Veterans Services has opportunities to reach additional veterans in the county with the establishment of a part-time VSO position. This VSO would allow flexibility for the department.
DISCUSSION:
Our current VSOs have responsibilities for seeing veterans through appointments in the office and at senior centers. The establishment of a part-time VSO would give the department flexibility to send this employee wherever there is a need in the county for veterans to be seen.
IMPACT ON HUMAN RESOURCES:
Assist with determining needs for part-time position, hiring process.
IMPACT ON BUDGET:
The cost of the position will be funded through the County Veteran Service Fund Grant through the Michigan Department of Military and Veterans Affairs. This is an annual grant that county veteran service departments receive each year. FY27 grant was approved in the amount of $163,665.00, part of which would be dedicated to the position. An amendment for the grant funds is in process.

Equipment set up.
CONFORMITY TO COUNTY PRIORITIES:
Community and Economic Growth: Allows the department to reach more veterans throughout the county and connect them to resources and VA benefits. Inclusive, Collaborative Culture: Furthering partnerships with other entities in the county.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Veterans Services to authorize establishing, posting, and filling one new part-time Veterans Services Officer position, said new position to be grant funded through the County Veterans Service Fund from the State of Michigan Department of Military and Veterans Affairs, is approved (a copy of the memorandum request and supporting documents being on file with the official records of November 3, 2026 meeting of the Finance Committee of this Board).
BE IT FURTHER RESOLVED, that this Board directs the Director of Human Resources to have the necessary personnel position number created, as necessary, for said position and to commence the hiring process so that the position may be filled as soon as practicable in accordance with County policy and any applicable collective bargaining agreement.
