BOARD ACTION REQUESTED:
The Sheriff’s Office requests approval for a purchase order to Blue Cross Blue Shield of Michigan, in the amount of $48,206.05 payable from account # 2230-255.01-872.037. This increase will be paid to Blue Cross/Blue Shield (BC/BS) to cover outstanding bills for medical care of inmates outside of the county jail.
BACKGROUND:
In June 2025, the contract between the Office of Genesee County Sheriff and Advance Correctional Health Care (ACH) expired. During the term of the contract, ACH was responsible for activating BC/BS eligibility when inmates required medical treatment outside of the county jail. While the contract was active, outside medical invoices were paid through ACH’s designated pool funds. Any unused pool funds were returned to the County at the end of each fiscal year. Upon termination of the contract, all remaining unused pool funds were returned to the County. Since the contract expiration in June 2025, several outstanding invoices have been submitted for payment. Many of these late claims have been disputed; however, after review, it has been determined that $48,206.05 are valid and correctly billed charges owed to Blue Cross Blue Shield of Michigan.
DISCUSSION:
Sheriff’s Office Administration, Corporation Counsel, and Fiscal Services staff have worked through all the disputed invoices and met multiple times to determine this outcome.

LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Office of Genesee County Sheriff to authorize an expenditure, in the form of a purchase order to Blue Cross Blue Shield of Michigan, to pay outstanding invoices for jail medical expenses of jail inmates outside of the County Jail, in the amount of $48,206.05 to be paid from account 2230-255.01-872.037, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the April 8, 2026 meeting of the Finance Committee of this Board), and the Chief Financial Officer is directed to record the attached budget amendment.
