BOARD ACTION REQUESTED:
Approval of the FY27 County Veteran Service Fund Grant (CVSF) award from the Michigan Department of Military and Veterans Affairs (DMVA) in the amount of $163,665.00, to provide transportation services for veterans in Genesee County.
BACKGROUND:
The CVSF grant is a Michigan DMVA grant program that provides base awards starting at $50,000.00 plus per-capita funding to Michigan counties.
DISCUSSION:
Grant funds have historically been used by counties to connect veterans, survivors, and dependents to benefits and outreach services for resource awareness.

These grant funds will help supplement millage funding to be directed towards other programs.
IMPACT ON FACILITIES:

CONFORMITY TO COUNTY PRIORITIES:
The baseline requirement of the CVSF grant is to expand and optimize the local county infrastructure for filing federal claims. The grant acts as an economic driver through several key channels. It infuses funds into the local economy, boosts long-term stability for veterans and their family members, and removes transportation as a barrier. This aligns with our priorities

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
WHEREAS, the State of Michigan Department of Military and Veterans Affairs (DMVA) makes funding available annually through the County Veteran Service Fund (CVSF) Grant to support county veteran service offices and enhance efforts to connect local veterans with earned federal benefits; and
WHEREAS, Genesee County maintains the fifth largest veteran population in the State of Michigan, with local veterans and families requiring dedicated service-connected disability, pension, and emergency support; and
WHEREAS, the Genesee County Department of Veterans Services (GCDVS) meets all statutory state eligibility criteria, including maintaining mandatory remote access to federal USDVA networks, employing accredited veteran service officers, and operating at least 20 hours per week; and
WHEREAS, the structural integration of these funds directly conforms to top Genesee County priorities by boosting the local economy through captured federal VA expenditures, enhancing veteran mobility, and delivering direct emergency subsistence relief.
NOW, THEREFORE, BE IT RESOLVED, that this Board of County Commissioenrs of Genesee County, Michigan, authorizes the application and acceptance of the CVSF Grant program.
BE IT FURTHER RESOLVED, that the Chairperson of this Board is authorized to execute the final grant agreement and related documents on behalf of Genesee County.
