BOARD ACTION REQUESTED:
Genesee County Community Action Resource Department (GCCARD) requests authorization to enter into a contract and obtain a purchase order (PO) for UTJ Hold Co. (Teaching Strategies, LLC) for the continuation of the Creative Curriculum cloud subscriptions for 17 infant and toddler classrooms in an amount Not to Exceed $18,870.00 with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.
BACKGROUND:
UTJ Hold Co. (Teaching Strategies, LLC) is a current vendor for the Creative Curriculum which is an approved research-based curriculum. GCCARD Head Start is requesting to renew the Creative Curriculum cloud subscriptions for 17 Early Head Start classrooms in an amount Not to Exceed $18,870.00 for the term commencing October 4, 2026, through October 3, 2027.
DISCUSSION:
The Creative Curriculum is the current curriculum used for the Genesee County Head Start programs that align with Head Start’s current child assessment tool. The renewal price for the infant/toddler cloud subscriptions is $18,870.00 for the period commencing October 4, 2026, through October 3, 2027.

There is no impact on Genesee County Human Resources.
IMPACT ON BUDGET:
The costs for this PO are split up according to the county fiscal year and grant year as follows: 2802-000.00-123.000 (October 2026-June 2027-$13,958.63), 2801-000.00-123.000 (July 2027-September 2027-$4,756.27), 2801-000.00-123.000 (October 2027-$155.10), with No Genesee County general fund obligation.

LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of the Genesee County Community Action Resource Department (GCCARD) to authorize entering into a contract, with a corresponding expenditure in the form of a purchase order to UTJ Hold Co. (Teaching Strategies, LLC), in an amount not to exceed $18,870.00 to renew the Creative Curriculum cloud subscription for Early Head Start classrooms, to be paid from multiple accounts as follows: 2802-000.00-123.000 (October 2026-June 2027-$13,958.63), 2801-000.00-123.000 (July 2027-September 2027-$4,756.27), and 2801-000.00-123.000 (October 2027-$155.10), is approved (a copy of the memorandum request and supporting documents being on file with the official records of the August 12, 2026 meeting of the Human Services Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County.
