RE: Purchase Order Request for SHPO Section 106 Review Services

recommendation

BOARD ACTION REQUESTED:
GCMPC staff is requesting approval of a purchase order to pay for additional Section 106 consultation services from Commonwealth Heritage Group, LLC dba Chronicle Heritage. This purchase order will be in the amount of $51,280.00 (Acct.#1010-640.02-801.004).

BACKGROUND:
Resolution #2021-276, approved by the Board of Commissioners on April 28, 2021, relates to a consultant service contract for Michigan State Historic Preservation Office (SHPO) Section 106 reviews with Chronicle Heritage. SHPO Section 106 reviews are a component of the environmental review process for community development projects funded by the United States Department of Housing and Urban Development (HUD). The Michigan SHPO requires that Section 106 reviews are completed by qualified historians and archeologists. Due to this, GCMPC contracted with Chronicle Heritage who hold these qualifications.

The Board of Commissioners approved the use of ARPA funding for capital improvement projects for all 16 Genesee County Senior Centers. Due to the nature of these projects, input from this consultant was required; resulting in additional costs.

DISCUSSION:
Staff is recommending approval of the purchase order to pay for an invoice from Chronicle Heritage for SHPO Section 106 review services.

IMPACT ON HUMAN RESOURCES:
This is under an existing contract with the current Section 106 Consultant.

IMPACT ON BUDGET:
The purchase order is for an amount up to $51,280.00 and will be billed to the ARPA Administration funds.

IMPACT ON FACILITIES:
There will be no impact on Genesee County facilities as Chronicle Heritage completes on-site field work at specified locations and completes reports at their office.

IMPACT ON TECHNOLOGY:
There is no impact on technology by signing this extension as Genesee County technologies will not be utilized.

CONFORMITY TO COUNTY PRIORITIES:
GCMPC’s Community Development programs support Genesee County’s goal of community growth. These programs allow for funding to be allocated to organizations who assist low- to moderate- income residents, like senior centers. Projects using this funding will include new sidewalks, building additions, bathroom renovations, and other capital improvement projects.
