BOARD ACTION REQUESTED:
Authorization to enter into a Renewal Agreement with Karpel Solutions (“Karpel”) to allow our continued use of the PROSECUTORbyKARPEL® digital case management system.
BACKGROUND:
In 2022, the Genesee County BOC first authorized our transition into the Karpel electronic case management system and we went live on May 1, 2023. Overall, Karpel has been a great success allowing us to go paperless for all our criminal case files including coordination with all local and state police agencies who submit their investigation packets and warrant requests to us electronically. Karpel is used by over 80 counties and cities throughout Michigan to automate, streamline, and manage criminal case files including discovery with defense attorneys.
DISCUSSION:
Our current contract expired on April 10, 2026 and the proposed renewal contract would be for a term of one (1) year and will automatically renew for subsequent one-year terms unless terminated by either party according to the terms of the agreement.
IMPACT ON HUMAN RESOURCES:

IMPACT ON BUDGET:
The proposed renewal agreement includes several costs: (1) an annual maintenance fee of $800 per user and an annual hosting fee of $150 per user and currently we have 80 users; (2) an annual external agency and eSubpoena fee of $6,000 (to cover all police agencies we service); and (3) a storage fee of $500 per terabyte (TB) that goes beyond 2TB of storage. While we cannot pinpoint exactly how much storage space we will end up needing, the proposed agreement forecasts an amount of 74TB. Using that forecast in the proposed agreement would bring us to a total cost of $118,000 for the year. If we stayed at our current storage level of 64TB, our total cost would be $113,000 and if our storage requirements were reduced even further then the amount would be even lower. This will be paid from accounts 1010-296.01-801.004 and 2388-296.01-801.004 as outline in resolution 2026-0672.

This agreement will support the County priority of advancing public safety through an effective and efficient administration of prosecution services and case management in coordination with local police agencies and the courts.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Office of the Prosecuting Attorney to authorize entering into a one (1) year renewal agreement between Genesee County and Karpel Solutions, whereby the contractor will provide access to its PROSECUTORbyKARPEL® digital case management system along with technical support, at a cost based on the terms of the agreement estimated to be $118,000.00 to be paid from accounts 1010-296.01-801.004 and 2388-296.01-801.004, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the July 15, 2026 meeting of the Governmental Operations Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County.
