BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests approval of the Early Head Start (EHS) delegate contract between Genesee County Community Action Resource Department and the Beecher School District from July 1, 2024 through June 30, 2025 in the amount of $740,896, from this committee, with recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.
BACKGROUND:
The Beecher Board of Education will receive the following amounts to service 60 Early Head Start children and their families as outlined in their proposal: EHS Main Grant (2801-698.10-801.004), in the amount of $727,245 and EHS Training and Technical Assistance (2801-698.12-801.004), in the amount of $13,651
DISCUSSION:
Approval will result in the 59th year of delegated services for children and families.
IMPACT ON HUMAN RESOURCES:
No impact on Genesee County Human Resources as staff are contracted through OLHSA
IMPACT ON BUDGET:
Adequate funds are available in 2801-698.10-801.004 and 2801-698.12-801.004. No general fund dollars will be used.
IMPACT ON FACILITIES:
This does not impact Genesee County facilities.
IMPACT ON TECHNOLOGY:
This does not impact Genesee County technology
CONFORMITY TO COUNTY PRIORITIES:
This request conforms to the county priorities of healthy, livable and safe communities, as well as community growth by providing the earliest support possible for Genesee County infants, toddlers and pregnant individuals through Early Head Start programming.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Executive Director of the Genesee County Community Action Resource Department (“GCCARD”) to authorize entering into a Head Start Delegate Contract between Genesee County and the Beecher Board of Education (“Beecher”), whereby Beecher will operate an Early Head Start Program and will receive an amount not to exceed $740,896 in grant funds passing through GCCARD from the U.S. Department of Health and Human Services/Administration for Children and Families, from source accounts and amounts 2801-698.10-801.004 ($727,245) and 2801-698.12-801.004 ($13,651.00), for the period commencing July 1, 2024, through June 30, 2025, is approved (a copy of the memorandum request dated August 14, 2024, contract, and supporting documents being on file with the official records of the August 14, 2024 meeting of the Human Services Committee of this Board), and the Chairperson of this Board is authorized to execute the Head Start Delegate Contract on behalf of GCCARD and Genesee County, respectively.
