BOARD ACTION REQUESTED:
Facilities and Operations is seeking approval to enter into an agreement with Jones U.S. Holdings for the abatement and demolition of the old Administration Building.

BACKGROUND:
With the move to the new county Administration Building, there is no longer any viable use of the facility and unnecessary liability.  As is, the property with the facility holds a negative value.  Demolition would remove the future potential of vandalism and blight.  With the facility removed, the property then has value and becomes economically viable for development.

DISCUSSION:
The county was awarded a grant from the C.S. Mott foundation to develop and create specifications for abatement and demolition.  With those specifications, the county released an invitation to bid (ITB #26-507).  The county received a good response and quickly pared the proposals to responsible bids and then requested best and final offers from the top 3 responsible bids.  With the assistance of the consultant hired to create the specifications, staff recommends the lowest cost proposal from Jones U.S. Holdings in the amount of $4,770,000.00.  Through our capital plan, we have anticipated these costs and have planned for such.  While we have developed good bid documents and project specifications, as with any project of this scope and size, I would request change order authority of 5% to cover any unknown issues that could arise.

$4,770,000.00 plus 5% contingency to be paid from Capital Fund 1010-265.00-975.001

Facilities and Operations will be responsible for the Contract Administration and oversight of the project.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Facilities and Operations to authorize entering into an agreement between Genesee County and Jones U.S. Holding, Inc., whereby the contractor will abate and demolish the former Administration building, at a cost of $4,770,000.00, with a 5% contingency allowance for change orders, to be paid from account 1010-265.00-975.001, is approved (a copy of the memorandum request, agreement, and supporting documents being on file with the official records of the September 16, 2026 meeting of the Public Works Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County.
