BOARD ACTION REQUESTED:
Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to obtain a Purchase Order (PO) for Family Service Agency of Mid-Michigan in an amount Not to Exceed $412.50, with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.

BACKGROUND:
A Memorandum of Understanding (MOU) between Genesee County and Family Service Agency of Mid-Michigan/Foster Grandparent Program signed via Document Review ID 26-135 allows for volunteers to continue assisting teaching staff with children in the Head Start and Early Head Start classrooms. This collaboration provides multigenerational interaction that is beneficial to all involved. Foster Grandparents engage with young children and have an increased sense of purpose. Staff benefit by having extra support in the classroom. Children benefit by having more multigenerational adult interaction to provide hands-on experiences and positive relationships.

DISCUSSION:
Family Service Agency of Mid-Michigan is a current vendor that Genesee County uses and accepts purchase orders. Per the signed MOU, Genesee County is responsible for reimbursing transportation costs at a cost of $1.25 per day for a period commencing October 1, 2025, through September 30, 2026. GCCARD requests a purchase order in an amount not to exceed $412.50 to pay for these expenses.  Breakdown of cost is as follows: Q1: $80.00, Q2: $82.50, Q3: $125.00, Q4: $125.00

IMPACT ON HUMAN RESOURCES:
This does not impact on Genesee County Human Resources.

IMPACT ON BUDGET:
Adequate funds are available in FY26: October 2025-June 2026: 2801-698.06-838.000 ($287.50) and FY27: July 2026-September 2026: 2802-698.06-838.000 ($125.00). No General Fund appropriation is required for this request.

IMPACT ON FACILITIES:
This does not impact on Genesee County Facilities and Operations.

IMPACT ON TECHNOLOGY:
This does not impact Genesee County Technology.

CONFORMITY TO COUNTY PRIORITIES:

LADIES AND GENTLEMEN:

                     BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of the Genesee County Community Action Resource Department (GCCARD) to authorize an expenditure, in the form of a Purchase Order to Family Service Agency of Mid-Michigan, in an amount not to exceed $412.50 to be paid from accounts 2801-698.06-838.000 ($287.50) and 2802-698.06-838.000 ($125.00), for reimbursement of transportation costs commencing October 1, 2025, through September 30, 2026, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the June 10, 2026 meeting of the Human Services Committee of this Board).
