BOARD ACTION REQUESTED:
To authorize and approve a Change Order to the existing Purchase Order 25-02644 for Zoetis from $55,000.00 in an amount not to exceed $80,000.00 for FY25/26.

BACKGROUND:
Zoetis is the current vendor that provides Animal Care with vaccines and other medical services at shelter discounted pricing. Animal Care provides Distemper (DHLPP/DHPP), Bordetella, Rabies, Feline RCP vaccinations and Heartworm/FELV FIV test all dogs and cats during intake. As our population is considered stray animals, we have no medical knowledge of what an animal’s need is, therefore we provide necessary tests and intake shots as a preventative measure to ensure positive outcomes for our adoptable animals. Animal Care also vaccinates animals in our TNR (Trap, Neuter and Release) program for community feral cats as well as provide free to the public shot clinics annually to aid in the health and welfare of owned animals. As costs arise and our community outreach has grown, our demand has exceeded previous year’s expenses.

DISCUSSION:
On July 18, 2026, we held a free shot clinic that serviced 429 dogs at a cost of $11.64-$12.82 per animal for two to three shots. In FY24/25 our two Fall shot clinics serviced 719 animals at a cost of $4.05-$12.28.   During the month of June 2026 we took in 395 animals that also receive two to three shots upon intake along with required reoccurring boosters scheduled depending on length of stay of animal. As the demand increases, additional funding is needed to meet this growing aspect of care.  Genesee County requires dogs to be licensed after four months of age. Licensing is based on a Rabies shot, to which we have seen a decrease due to rising costs from a private veterinarian. To aid in the County’s animal licensing rule governed by the Treasurer’s office, we provide during our annual shot clinic free Rabies shots to decrease costs and aid the community to purchase licensing providing revenue to the Treasurer. During July 18, 2026, shot clinic 118 licenses were sold based on the free Rabies shot given for a total revenue of $2,545.00.

Funds are available within this current budget and can be taken from GL# 2130-430.00-773.000. In previous years, grants were available to offset costs for TNR and our community shot clinic, however Animal Care has not been awarded a grant to meet this need to date.

It is the goal of Genesee County Animal Care to aid in the prevention of spreadable infectious diseases. LADIES AND GENTLEMEN:

                     BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan that the request by the Animal Care Director to authorize a change order to the existing Purchase Order 25-02644 to Zoetis, said change order being necessary to increase the purchase order by $25,000.00, from $55,000.00 to a new amount not to exceed $80,000.00, to purchase necessary vaccines during FY25/26, is approved (a copy of the memorandum request being on file with the official records of the August 12, 2026 meeting of the Governmental Operations Committee of this Board).
