recommendation
BOARD ACTION REQUESTED:
The Office of Genesee County Sheriff requests acceptance of the RSAT grant offered by MSP for FY 2024-2025
BACKGROUND:
The Sheriff’s Office will utilize the RSAT grant to help combat the Opioid public health crisis affecting our community, which is highly prevalent among justice-involved individuals. Incarceration poses challenges to providing the proper care to individuals experiencing Opioid Use Disorder (OUD). This grant will support a medication-assisted treatment (MAT/MOUD) program. The grant will work hand in hand with our current partners, Jail Medical staff, New Paths Inc. (NPI), and Greater Flint Health Coalition (GFHC), to ensure the best possible outcome.
DISCUSSION:
The goal for the 12-month pilot phase of this project will be to establish systems that enable the GCSO, in partnership with the GFHC, NPI, and jail medical staff, to identify people in need of MAT/MOUD continuations upon admission to the GCJ, establish processes for facilitating service delivery, and ultimately serving approximately 80 individuals within 12 months of expanding MAT/MOUD services. Health Management Associates will provide technical assistance and training to the jail-based MAT/MOUD implementation team throughout this 6-month pilot phase. For Fiscal year 2025, the grant award agreement provides funding of $250,000.00. It is designed as a sub-recipient relationship with a match provided by the Genesee County Opioid Executive Committee, as approved in RESO 2024-396. Funds will be leveraged to build staffing capacity for the GCSO, cover subcontractor NPI costs for baseline lab work supplies and costs of buprenorphine and naltrexone medications prescribed for verified MAT/MOUD candidates lodged in the GCJ, and support project management/administration provided by GFHC.
IMPACT ON HUMAN RESOURCES:
None
IMPACT ON BUDGET:
Acceptance of the grant has no impact on the general budget. The grant provides $250,000.00 towards establishing an RSAT program and with a match provided by the Opioid Executive Committee to ensure this pilot program has the support needed. The budget amendment is attached.
IMPACT ON FACILITIES:
None
IMPACT ON TECHNOLOGY:
None
CONFORMITY TO COUNTY PRIORITIES:
The Genesee County Board of County Commissioners has committed to creating a Healthy, Livable, and safe Community. This program will help further that goal by assisting individuals experiencing addiction while incarcerated in seeking effective treatment during incarceration and transitioning into a program after release. This will impact both public health and public safety.
