BOARD ACTION REQUESTED:
Genesee County Purchasing Department is requesting approval to exercise the last mutual one (1) year extension of the contract with Green For Life (GFL).   GFL provides solid waste pick-up to approximately 41 areas throughout the County.  The initial contract, that expired on 9/30/2024, provided the County with two (2) one-year extensions upon mutually agreement.  

BACKGROUND:
Genesee County Purchasing Department solicited proposals for solid waste pick-up contained in dumpsters (and roll off compactors) during the fiscal year 20/21.  The County received three bids and after a review, the County selected GFL as the vendor to provide said services.  The County entered into a three-year initial contract with two (2) one year extensions.  The County exercised the first of two extensions last year, and upon recent meetings, both parties have agreed upon pricing for the fiscal year 25/26.  If approved by BOC, the contract will extend to September 30, 2026, and the Purchasing Department will facility the execution of the appropriate documents and the issuance of purchase orders to the appropriate departments.  The Purchasing Department will also facility in composing a new request (competitive proposal) for these services during the 2025/2026 fiscal year.

Please see the attached spreadsheet for the accounts that will be charged for these services pending the adoption of the 2025/2026 fiscal budget.  Purchasing is also requesting an additional 5% of the total requested amount be approved for additional services that may be requested during the 2025/2026 fiscal year.

IMPACT ON FACILITIES:
This will impact facilities that have dumpsters and/or roll off compactors at their facilities.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Purchasing Administrator to authorize entering into a one (1) year contract extension for solid waste removal services between Genesee County and Green for Life (GFL) Environmental USA, Inc., in an amount not to exceed $112,156.16 for current services and a 5% contingency of $5,607.80 for any additional services that may need to be added on for the period commencing October 1, 2025, through September 30, 2026, to be paid from various accounts as detailed in the supporting documents, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the June 11, 2025 meeting of the Finance Committee of this Board), and the Chairperson of this Board is authorized to execute the contract extension on behalf of Genesee County.
