BACKGROUND:
Community Development staff is working to complete the 2025-2029 Consolidated Plan and 2025 Action Plan. The Consolidated Plan outlines our program goals and priorities for the next 5 years and is being developed in conjunction with an update to the county’s master plan, Genesee: Our County, Our Future. The 2025 Action Plan includes CDBG, ESG, and HOME projects and activities for Program Year 2025, with a total of over $2.8 million in projects. The public comment period will begin on March 9th and will continue until April 9th. A public hearing has been scheduled for March 20th at 10:00 a.m. at the Genesee County Administration Building, Room 222.

DISCUSSION:
Local units of government applied for 2025 CDBG projects in early 2024 and projects were approved by the Board of Commissioners. In February, ESG funding recommendations were brought to the Flint & Genesee County Continuum of Care’s (CoC) Executive Committee for approval to ensure projects are consistent with community needs regarding homelessness. 2025 HOME applications are currently being reviewed and a recommendation will be provided to the Board of Commissioners for consideration. Staff will begin the environmental review process for these new project applications. Staff will request approval of the 2025-2029 Consolidated Plan and 2025 Action Plan at the March Allocation meeting, followed by the Community & Economic Development Committee and full Board of Commissioners once the actual HUD funding amounts for the year have been released. Staff will then submit the plan to HUD for their approval.

No impact on Human Resources.

IMPACT ON BUDGET:
All projects utilize HUD grant funds, no impact on general budget.

IMPACT ON FACILITIES:
No impact on county facilities.

IMPACT ON TECHNOLOGY:
No impact on technology.

CONFORMITY TO COUNTY PRIORITIES:
All proposed CDBG, ESG and HOME projects will conform to at least one county priority, and many projects meet multiple priorities.
