BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to obtain a Purchase Order (PO) to Gordon Food Service in an amount not to exceed $1,306,674.17 for Fiscal Year 2027 (FY27), with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.

BACKGROUND:
GCCARD requests authorization to obtain a PO for Gordon Food Service for the procurement of food service products and supplies utilized by GCCARD’s Nutrition Services program and Head Start program. This vendor is a member of Hospital Purchasing Services (HPS) LLC, which allows GCCARD to purchase products at reduced pricing.

DISCUSSION:
This PO is to run from October 1, 2026, through September 30, 2027, and is to be utilized by GCCARD’s Nutrition Services and Head Start programs to purchase food and supplies.

IMPACT ON HUMAN RESOURCES:
There will be no impact on Human Resources.

IMPACT ON BUDGET:
Funds for this PO are to be allocated to the following: Head Start fund 2802-698.01-763.000, fund 2801-698.01-763.000, fund 2802-698.06-763.000, fund 2801-698.06-763.000 and fund 2727-698.01-752.000; Nutrition fund 2736-697.25-762.000, fund 2734-697.20-762.000; fund 2734-697.20-765.000, fund 2736-697.28-762.000, fund 2736-697.28-765.000, fund 2731-697.03-762.000, fund 2731-697.03-765.000, fund 2731-697.14-762.000, fund 2731-697.14-765.000, fund 2731-697.15-762.000, fund 2731-697.15-765.000, fund 2731-697.16-762.000, fund 2731-697.16-765.000, fund 2733-697.15-762.000 and fund 2733-697.15-765.000.  Not to Exceed $1,306,674.17. No General Fund appropriation is required for this request.

IMPACT ON FACILITIES:
There will be no impact on Genesee County facilities.

IMPACT ON TECHNOLOGY:
There will be no impact on technology.

CONFORMITY TO COUNTY PRIORITIES:
This memorandum conforms to Genesee County’s priority of Healthy, Livable and Safe Communities as GCCARD continues to provide mobile and congregate meals to Genesee County senior citizens, after-school and summer meals to school aged children and breakfasts, lunches and snacks to Head Start and Early Head Start classrooms.

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of the Genesee County Community Action Resource Department (GCCARD) to authorize an expenditure, in the form of a Purchase Order to Gordon Food Service, in an amount not to exceed $1,306,674.17 for food service products and supplies to be utilized by GCCARD’s Nutrition Services and Head Start programs for the period commencing October 1, 2026, through September 30, 2027, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the September 16, 2026 meeting of the Finance Committee of this Board).
