RE: Request acceptance of the amendment-2 to the OLHSA Personnel Agreement for 2023-2024

recommendation

BOARD ACTION REQUESTED:
Genesee County Community Action Resource Department (GCCARD) requests approval of the Oakland Livingston Human Service Agency (OLHSA) Fiscal and Personnel Agreement Amendment 2 for 2023-2024 between Genesee County and OLHSA from this committee and recommendation of acceptance by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.

BACKGROUND:
This is the second amendment to this agreement. This amendment is due to the addition of funds for rent for the new building, as well as increase in fiduciary fee due to that addition, continuation of salaries and fringe benefits for staff working with the Head Start, Early Head Start and Early Head Start Expansion Grants, and the continuation of ARP Covid funding. This amendment adds $2,755,539.44 to this agreement for funds 2801.698.01.801.042, 2792.698.01.801.042, 2809.698.01.801.042, 2809.698.02.801.042, and 2821.698.04.801.042. All other terms are the same as that detailed in the 2021-2022 agreement (Resolution 2021-752 and 2023-320).

DISCUSSION:
Responsibility for rent for housing at the Michigan Works Building will assumed by OLHSA. Also accounts for year seven on the EHS expansion grant and carryover of Covid funding through March 2024.

IMPACT ON HUMAN RESOURCES:
No impact on Genesee County Human Resources as staff are contracted through OLHSA.

IMPACT ON BUDGET:
100% federal funding with no Genesee County general fund obligation. A budget amendment is coming in a separate request.

IMPACT ON FACILITIES:
Staff formerly housed in the GCCARD Building will be relocated to Michigan Works as a result of the sale of the building.

IMPACT ON TECHNOLOGY:
Technology for telephones is impacted within the OLHSA budget for purchase of supplies/ equipment.

IMPACT ON INDIRECT COSTS:
Indirect costs are not utilized.

CONFORMITY TO COUNTY PRIORITIES:
Acceptance of this amendment will provide for housing, staff, and funding to provide anti-poverty programming in alignment with Genesee County’s provision of healthy, livable, and safe communities.
