BOARD ACTION REQUESTED:
Approval request to continue funding the Deputy Director position in FY2027, beginning October 1, 2026, and ending September 30, 2027, under opioid settlement funds as approved in RESO 2026-1275.
BACKGROUND:
This Board approved RESO 2026-1275 which assisted the Community Engagement and Justice Services department to balance the workload of the Deputy Director properly between Community Corrections grant funds and Opioid Settlement funds.
DISCUSSION:
Workload has increased and will continue to increase since the appointment of the Opioid Settlement Steering Committee.
As a reminder, this is not an increase request to the position. This is a request that will allow the department to continue the funding level as approved in RESO 2026-1275.
Sadly, the Opioid Settlement Steering Committee did not convene in July as scheduled. This delayed this request until the committee gathered, September 4th, and approved

CONFORMITY TO COUNTY PRIORITIES:
These services within the department contribute towards Health, Livable, & Safe Communities by helping reduce crimes in relation to substance use disorder and continue to help reduce incarceration rates through engagement. The Opioid Settlement Steering Committee further the priority of an Inclusive and Collaborative Culture. The county maintains the position of convener to obtain the best possible outcomes with these dollars.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Deputy Director of Community Engagement and Justice Services to authorize continuing to use the opioid settlement funds, as approved under RESO 2026-1275, to partially fund the Deputy Director position for the fiscal year beginning October 1, 2026, through September 30, 2027, and granting permission for the total cost of the Deputy Director ($106,471.27) to be moved among the approved salary and related fringe account numbers within the following funds and departments, 2300-322.00, 2300-323.00, and 2960-255.04, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the September 16, 2026 meeting of the Finance Committee of this Board).
