BOARD ACTION REQUESTED:
67th District Court respectfully requests approval to accept the Treatment Court Discretionary Grant Program award through the Bureau of Justice Assistance (BJA) in the amount of $763,185 for fiscal year 2025 through fiscal year 2028 to provide funding for the Genesee County Sobriety Court (GCSC).
BACKGROUND:
Genesee County Sobriety Court is in its 9th year of operation. GCSC maintains its operation with the assistance of funding through grants.
DISCUSSION:
The award of $763,185 from the BJA grant covers fiscal years 2025-2028, October 1, 2024, through September 30, 2028. The grant funds will be used to expand Genesee County Sobriety Court’s treatment services. The Bureau of Justice Assistance grant requires a 25% match. A submission has been made to BJA requesting a waiver of the 25% match. The sobriety court coordinator is currently waiting for a response. If the match is not waived by BJA, the 25% match would be in-kind from Sobriety Court’s treatment provider Flint Odyssey House. County appropriated funds are not being requested.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by the Board of County Commissioners of Genesee County, Michigan, that the request by the 67th District Court to authorize accepting the Treatment Court Discretionary Grant Program award through the Bureau of Justice Assistance, in the total amount of $763,185.00 for the four-year period commencing October 1, 2024, through September 30, 2028, to provide funding for the Genesee County Sobriety Court, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the November 13, 2024 meeting of the Governmental Operations Committee of this Board), the Chairperson of this Board is authorized to execute any grant agreement documents on behalf of Genesee County, and the Chief Financial Officer is directed to record the attached budget amendment.
