BOARD ACTION REQUESTED:
Appoint a Republican member to the Board of County Canvassers
BACKGROUND:
There are members on the Board of County Canvassers whose terms will end in October 2023. At the end of a term, the local county political parties submit three names for your consideration. The Genesee County Republican Party has submitted a list of three names for this upcoming term.
DISCUSSION:
Norma Eskew is a current Republican member of the Board of County Canvassers. Her term will expire on October 31, 2023. The Genesee County Republican Party has submitted the following names for your consideration:
Norma Eskew (Swartz Creek, MI)
Brenda Barker (Grand Blanc, MI)
Perry S. Russo (Grand Blanc, MI)
The incumbent has indicated a willingness to continue to serve.

This appointment will allow the Board of County Canvassers to have a full Board for the November canvass.
TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
WHEREAS, pursuant to MCL 168.24a, a four (4) member board of county canvassers is established in every county in this state where all of the powers granted to and duties required by law, other than the board of state canvassers, are granted to and required to be performed by the board of county canvassers; and
WHEREAS, pursuant to MCL 168.24c, the Genesee County Board of County Commissioners (“this Board”) is authorized to elect, by ballot, appointees to the board of county canvassers; and
WHEREAS, any one (1) political party shall not be represented by more than two (2) members on the board of county canvassers at any time, thereby requiring this Board to appoint one (1) member from each political party; and
WHEREAS, this Board has received written recommendations from the county committee of the Republican party of three (3) individuals for consideration to serve on the board of county canvassers.
NOW, THEREFORE, BE IT RESOLVED, that this Board hereby reappoints Norma Eskew to serve on the board of county canvassers for a term of four (4) years commencing November 1, 2023, through October 31, 2027, having found that this individual satisfies the requirements set by this Board’s Appointment Policy, MCL 168.24b, and any other relevant statutory requirements and that, pursuant to MCL 168.24a(7), the Genesee County Clerk shall notify members of the board of county canvassers of their appointment within 5 days of being appointed.
BE IT FURTHER RESOLVED, that the appointee is subject to removal by this Board pursuant to the Genesee County Appointment Policy, and any relevant statutory authority.
