BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to accept an agreement between Genesee County and the Michigan Department of Education (MDE) for The Emergency Food Assistance Program (TEFAP) for fiscal year 2026 (FY26), with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.

BACKGROUND:
GCCARD’s USDA Supplemental Food Program received notification from MDE to act as sub distributor of United States Department of Agriculture (USDA) foods for TEFAP for the period of October 01, 2025, through September 30, 2026. GCCARD will store and distribute USDA foods. TEFAP foods will be distributed to individuals and families facing food crisis in Genesee County.

DISCUSSION:
TEFAP is a federal program that helps supplement the diets of income-eligible individuals and families, by providing them with emergency food assistance at no cost. The period of this agreement covers October 01, 2025, through September 30, 2026.

IMPACT ON HUMAN RESOURCES:
There will be no impact on Human Resources.

IMPACT ON BUDGET:
Budget will be uploaded at a later date. No General Fund appropriation is required for this request.

IMPACT ON FACILITIES:
There will be no impact on facilities.

IMPACT ON TECHNOLOGY:
There will be no impact on technology.

CONFORMITY TO COUNTY PRIORITIES:

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of the Genesee County Community Action Resource Department (GCCARD) to authorize entering into The Emergency Food Assistance Agreement between Genesee County and the Michigan Department of Education, whereby GCCARD will act as sub distributor of United States Department of Agriculture Foods to Genesee County residents facing a self-declared food crisis, for the term commencing October 1, 2025, through September 30, 2026, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the October 8, 2025 meeting of the Human Services Committee of this Board).
