BOARD ACTION REQUESTED:
To authorize and approve a Change Order to Purchase Order 25-02646 for WA Butler in an amount not to exceed $115,000.00 for FY25/26.

BACKGROUND:

On December 22, 2025, Genesee County Animal Care was awarded a $20,000.00 grant from ASPCA to be used during FY25/26 to assist with In-House Spay/Neutering services. Acceptance of funds was approved by this board under Document Review 26-044. In fulfillment of said grant, Animal Care wishes to purchase a Peroxide Plasma Sterilizer and other medical supplies to aid the surgical center in maintaining a sanitary environment allowing reusage of disposable supplies and equipment. WA Butler is Animal Care’s current vendor that provides said medical supplies and equipment at comparable low-cost rates. WA Butler currently has an approved existing Purchase Order for FY25/26 in the amount of $95,000.00. Fulfillment of said ASPCA grant requires approval by this board to increase the above stated Purchase Order to WA Butler by the awarded $20,000.00 changing the current existing Purchase Order 25-02646 from $95,000.00 in an amount not to exceed $115,000.00 during the FY25/26.

DISCUSSION:

It is the responsibility of Animal Care to maintain population control by adopting animals that cannot reproduce. This follows State of Michigan mandates and aids in the decrease of the stray population in our county. Purchasing equipment and products for the surgical center at low costs that can be reused aids the overall costs associated with maintaining spay/neutering and other surgical services.

IMPACT ON BUDGET:

Grants such as ASPCA aid Animal Care in providing equipment, supplies and services that would strain the approved milage funded budget, allowing us to offer the community healthy adoptable animals, while decreasing the stray population. Said funds have already been accepted and approved in Document Review 26-044 on March 11, 2026. A budget amendment has been requested to increase expenditure GL# 2130-430.00-773.000 to complete purchase and fulfill grant.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

                     BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan that the request by Animal Care Director to authorize a change order to Purchase Order 25-02646 to WA Butler to purchase surgical equipment and supplies during FY25/26, at a total cost to exceed $115,000.00, said change order being necessary to accept and expend an ASPCA grant in the amount of $20,000.00, is approved (a copy of the memorandum request being on file with the official records of the August 12, 2026 meeting of the Governmental Operations Committee of this Board).
