RE: Affordable Housing - Habitat for Humanity

recommendation

BOARD ACTION REQUESTED:
On June 8th, 2022, the Genesee County Board of Commissioners approved Habitat for Humanity's request to utilize HOME funds for the production of four housing units, comprising of three new construction projects and one rehabilitation project. Staff requests approval to update the existing properties listed in the 2022 Action Plan HOME list of projects and seeks signed approval to enter into the 2022 HOME CHDO Agreement with Habitat for Humanity.

BACKGROUND:
Habitat for Humanity has applied for HOME Investment Partnerships Program funding for the program year 2022. Initially scheduled to commence in the fall of 2022, the project faced delays due to the Covid-19 Pandemic, recent deterioration of property selection, and archaeological surveys. Consequently, staff had to identify alternative sites for these projects. Habitat for Humanity will receive $445,830 in HOME funds to construct three homes in Flint Township and to rehabilitate one home located in Mt. Morris Township.

DISCUSSION:
The properties included in this contract are 3304 W. Parkway, Mt. Morris Township (Rehab), 3141 Clairmont St., Flint Township, 3145 Clairmont St., Flint Township, and 2446 Nerredia St., Flint Township. Each new construction unit will have an affordability period of 20 years, and the rehabilitation unit will have an affordability period of 15 years. All homes will be sold to low-to-moderate-income homebuyers.

IMPACT ON HUMAN RESOURCES:
This project has no impact on Human Resources.

IMPACT ON BUDGET:
The funding amount will remain unchanged. This project is currently approved and included in the HOME Investment Partnership Grant.

IMPACT ON FACILITIES:
This project will have no impact on facilities.

IMPACT ON TECHNOLOGY:
This project will have no impact on Technology.

CONFORMITY TO COUNTY PRIORITIES:
This project offers affordable housing to Genesee County residents, aligning with the county’s priority of Healthy, Livable & Safe Communities. The housing units constructed by Habitat for Humanity provide increased opportunities for homeownership for low-to-moderate-income households.
