BOARD ACTION REQUESTED:
Authorization for the Office of Genesee County Sheriff to accept the Residential Substance Abuse Treatment (RSAT) grant contract from the Michigan State Police (MSP Project #: RSAT-90009-Office of Genesee County Sheriff-2027in the total amount of $338,154.00. BACKGROUND:
Substance use disorders remain a critical challenge within correctional facilities, directly impacting public safety, recidivism, and offender rehabilitation. Acceptance of this grant contract enables the Genesee County Sheriff's Office to continue operating the Genesee County Jail MAT/MOUD project through September 30, 2027. As a subrecipient, the Sheriff's Office will comply with all grant conditions, including monthly Financial Status Reports (FSR) submitted via MAGIC+, performance measurements through the federal PMT system, and adherence to state and federal audit guidelines.  Notification of the grant award was not provided until October 1, 2026; therefore, this request is being submitted after the grant term begins based on time requirements of agenda items being submitted.

CONFORMITY TO COUNTY PRIORITIES:
This request conforms to the County Priorities by providing Healthy, Livable, and Safe Communities: Enhances public safety and public health outcomes by providing structured substance abuse treatment and medical interventions to individuals within the correctional facility, reducing the cycle of addiction and crime. Inclusive, Collaborative Culture: Fosters strong state, federal, and local partnerships between the Genesee County Sheriff's Office and the Michigan State Police.
