BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to amend the Michigan Department of Health and Human Services (MDHHS) Water Assistance Consolidated Appropriations Funding (WACAP) Program budget to ensure revenue does not exceed expenses based on the allotted award with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.
BACKGROUND:
GCCARD has received notification from MDHHS of an award increase for the WACAP Program. The total amount of the award as it pertains to the remainder of the 2023 fiscal year should not exceed $742,796.00. These funds will continue to be used for the purpose of providing water utility payment assistance to multiple municipalities throughout Genesee County. Funds under this award shall remain available for the original agreement period of October 01, 2022, through September 30, 2023.
DISCUSSION:
This award is based on the amount of funds remaining for the WACAP/LIHWAP program for the agreement period October 1, 2022, through September 30, 2023

This amendment will increase funding from the original agreement of $242,796.00 by $500,000.00 to a new total of $742, 796.00.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Executive Director of the Genesee County Community Action Resource Department (“GCCARD”) to authorize the budget amendment for the Michigan Department of Health and Human Services (“MDHHS”) Water Assistance Consolidated Appropriations Funding (“WACAP”) Program to ensure revenue does not exceed expenses for the allotted award from MDHHS for the agreement period of October 01, 2022, through September 30, 2023, is approved (a copy of the memorandum request, agreement, and budget amendment being on file with official records of the September 06, 2023 meeting of the Finance Committee of this Board) and the Chief Financial Officer is authorized to record the attached budget amendment.
