BOARD ACTION REQUESTED:
Approval of an agreement between Genesee County and the Board of Trustees of Michigan State University to provide for MSU-Extension services in Fiscal Year Ending 2025.
BACKGROUND:
Residents of Genesee County approved a millage for the operation of the MSU-Extension Office. Annually, this Board enters into an MOU with MSU to provide for the spending of those dollars for eligible activities.
DISCUSSION:
With the start of the new fiscal year, staff is requesting the approval of the annual MOU with MSU that provides for the funding and operation of the MSU-Extension Office in Genesee County.
IMPACT ON HUMAN RESOURCES:
No impact on Human Resources.
IMPACT ON BUDGET:
There is no impact on the general fund budget. All expenses are limited to and expended from the voter approved MSU-Extension millage in Fund 2132.
IMPACT ON FACILITIES:
No impact on Faculties.
IMPACT ON TECHNOLOGY:
No impact on Technology.

The Board of County Commissioners have prioritized an Inclusive & Collaborative Culture. This MOU furthers that priority through the MSU’s efforts and mission of improving lives through education that applies knowledge to critical issues, needs, and opportunities.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
WHEREAS, the Michigan State University Extension provides valuable services to Genesee County residents in the form of 4-H youth development, master gardener, urban agricultural, agricultural/agribusiness, health and nutrition, natural resources, and other community education programs; and
WHEREAS, since 2014, these services have been funded by a property tax millage, which Genesee County voters first passed in a special election held on November 5, 2013; and
WHEREAS, Genesee County voters chose to continue funding this millage following a vote of the electorate on August 7, 2018.
NOW, THEREFORE, BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request to authorize entering into an Agreement for Extension of Services, between Genesee County and The Board of Trustees of Michigan State University on behalf of the Michigan State University Extension (“MSUE”), whereby MSUE will continue to provide, among other things, access to programming, staff to implement programs, and a County 4-H program, for an annual assessment in the amount of $873,839 payable for FY25, to be solely provided by the millage fund, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the October 2, 2024 meeting of the Governmental Operations Committee of this Board), and the Chairperson of this Board is authorized to execute the agreement on behalf of Genesee County.
