BOARD ACTION REQUESTED:
Authorization to renew a contract with Great Lakes Civil Services for cases involving establishment of paternity and child support
BACKGROUND:
The Genesee County Prosecutor’s Office receives federal Title IV-D funding from the State of Michigan to represent the Department of Health and Human Services (MDHHS) in Family Court on paternity and child support cases. These are civil matters and it is the responsibility of the Prosecutor’s Office’s in its representation of MDHHS as Plaintiff to provide legal service on the parties. In 2021, the County Board authorized a three-year contract with Great Lakes Civil Services that expired on September 30, 2023. The unit rate per successful service under the recently expired contract was a flat $30. Due to increased costs over the past three years, we have negotiated an increase in the unit rate to $37 which will be paid for through the Cooperative Reimbursement program which is funded by our federal Title IV-D grant. These services are fully funded in the current fiscal year’s budget Account # 2380-296.03-812.000. We are requesting a new 3-year contract for the period retroactive to October 1, 2023, through September 30, 2026, at the new unit rate of $37 per successful service.
DISCUSSION:
A copy of the proposed contract is attached along with a letter from MDHHS indicating the 100% reimbursement of costs for service of process.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by Genesee County Prosecutor David Leyton requesting authorization to enter into a Professional Services Contract between Genesee County and Great Lakes Civil Services, Inc. (GLCS) whereby GLCS will serve legal process in establishment of paternity and child support cases on behalf of the Prosecutor’s Office in its representation of the Michigan Department of Health and Human Services (MDHHS), for the term commencing October 1, 2023, through September 30, 2026 at a cost to the County not to exceed $37.00 flat fee per successful service of process to be paid from federal Title IV-D funding from the State of Michigan as part of the Prosecutor’s representation of MDHHS in Family Court on paternity and child support cases, budget Account # 2380-296.03-812.000, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the November 29, 2023 meeting of the Governmental Operations Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County.
