BOARD ACTION REQUESTED:
Approval to create, post, and fill one (1) Mobile Health Unit Driver position.

BACKGROUND:
GCHD recently acquired a Mobile Health Unit (MHU), to extend public health services directly into the communities we serve. The unit is designed to bring preventive care, health screenings, and other public health services to residents who face barriers in accessing traditional health services. Operating and deploying the MHU requires a qualified individual with demonstrated experience in operating large commercial vehicles. To ensure the unit can be deployed safely, reliably, and in a manner that reflects the professionalism of Genesee County, GCHD is requesting Board approval to create a dedicated Mobile Health Unit Driver position.

DISCUSSION:
The MHU Driver is proposed as a part-time. Core responsibilities include safely transporting the MHU to and from community service locations, performing pre-trip inspections and maintenance recordkeeping, setting up and breaking down the unit at each site, and serving as a professional, community-facing representative of GCHD. The position requires a valid Michigan CDL and a minimum of five years’ experience operating large commercial vehicles such as box trucks, semi-trucks, or buses. Given the nature of mobile health deployment, the role requires schedule flexibility, including evenings, weekends, and on-call availability during public health emergencies or urgent community health events. No additional County Appropriation is required. 

IMPACT ON HUMAN RESOURCES:
Human Resources will be needed to post and fill the position and facilitate all other hiring requirements.

IMPACT ON BUDGET:
A budget amendment is attached to pay the position from account 2210-614.00-702.000 and related fringe accounts.

IMPACT ON FACILITIES:
This position will have regular communication with motor pool as it relates to the general maintenance and storage of the mobile health unit.

IMPACT ON TECHNOLOGY:
Information Technology support will be needed to assist with the set-up of electronic devices (laptop, phone, access to program databases, etc).

CONFORMITY TO COUNTY PRIORITIES:
Healthy, Livable, and Safe Communities: The Mobile Health Unit will expand access to core public health services by bringing care directly to residents who face barriers to accessing brick-and-mortar locations. This proactive approach helps prevent illness, promotes well-being, and improves community health through equitable health service delivery. Community Growth: By increasing visibility and engagement in the community, the Mobile Health Unit strengthens our presence as a trusted health partner. It supports growth by enabling partnerships with schools, community centers, local events, and emergency response systems.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

                     BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Health Officer to authorize creating, posting, and filling one (1) new, part-time, no-benefit Mobile Health Unit Driver position, to be funded from account 2210-614.00-702.000 and related fringe accounts, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the June 10, 2026 meeting of the Finance Committee of this board), and the Chief Financial Officer is directed to record the attached budget amendment.

                     BE IT FURTHER RESOLVED, that this Board directs the Director of Human resources to have the necessary personnel position number created, as necessary, for said position and to commence the hiring process so that the position may be filled as soon as practicable, in accordance with County policy and any applicable collective bargaining agreement.
