BOARD ACTION REQUESTED:
Staff is recommending approval of the 2026 Action Plan and approval for Board of Commissioners Chairperson, Dale K. Weighill, to sign the HUD grant submittal and acceptance forms (including SF 424 forms, Certifications, grant agreements, requests for release of funds (RROF) and budget setup).
BACKGROUND:
Staff has completed the 2026 Action Plan for the Community Development Program. Contained within the Plan is a description of the needs within Genesee County and goals to address those needs utilizing Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funds for Program Year 2026. The Action Plan is a requirement of the U.S. Department of Housing and Urban Development (HUD).

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, that this Board of County Commissioners of Genesee County, Michigan (this “Board”), accepts the 2026 Genesee County Action Plan and that the request by the Director of Planning to authorize submitting said Plan to the U.S. Department of Housing and Urban Development (“HUD”), said submission being required in order to receive funding from HUD, is approved (a copy of the memorandum request, the 2026 Genese County Action Plan, and supporting documentation being on file with the official records of the May 6, 2026 meeting of the Community and Economic Development Committee of this Board).
BE IT FURTHER RESOLVED, by this Board that the request by the Director of Planning to submit grant applications, forms, certifications, and requests for release of funds (RROF), for the:
• Community Development Block Grant in the amount of $1,781,340,
• HOME Investment Partnerships Grant in the amount of $795,435.25, and
• Emergency Solutions Grant in the amount of $159,990,
is approved, and the Chairperson of the Board is authorized to execute the necessary HUD grant submittal and acceptance forms including SF-424 forms, certifications, grant agreements, requests for release of funds (RROF), budget setup, and subrecipient agreements on behalf of Genesee County.
BE IT FURTHER RESOLVED, by this Board that the request by the Director of Planning to authorize creating the 2026 Community Development Program Budget, as detailed in the supporting documents, with the budget to be put into place to receive the anticipated Federal Community Development Entitlement funds of $2,736,765.25 is approved.
