BOARD ACTION REQUESTED:
Approve the creation of the position of Deputy CIO / Chief of Staff.
BACKGROUND:
The IT department does not have a deputy. The management structure consists of a manager of technical services, manager of end user services and a Chief Information Security Officer. With the increasing demands placed on IT and the change agenda currently underway, a deputy CIO will reduce the risk of a loss of investment and any gains we have achieved.

A budget amendment is attached for the cost for the remainder of the FYE 2024 fiscal year. The estimated total cost is 173,894 yearly. General Funds for this position will come from account 1010-228.01-702.000 and related fringe accounts.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Chief Information Officer (“CIO”) authorize establishing, posting, and filling one (1) Deputy CIO position to be fully funded by the General Fund (1010-228.01.702.000 and related fringes) at a cost of up to $173,894.00 including salaries and fringes, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the February 7, 2024 meeting of the Finance Committee of this Board), and the Chief Financial Officer is directed to record the attached budget amendment.
BE IT FURTHER RESOLVED, that this Board finds that extenuating circumstances exist supporting waiver of the hiring freeze, and directs the Director of Human Resources to have the necessary personnel position number created, as necessary, for said position and to commence the hiring process so that the position may be filled as soon as practicable in accordance with County policy and any applicable collective bargaining agreement.
