BOARD ACTION REQUESTED:
Approval to create, post and fill one (1) Clerical Coordinator position
BACKGROUND:
The Health Department Administration/Finance program completes and maintains all internal accounting and medical billing services. This position will focus on staff training and client assistance related to medical billing.
DISCUSSION:
This role will assist in strengthening the effectiveness and impact of the Health Department’s Administration program by providing training, mentorship, coordination, and support to County employees and to the public, while ensuring that staff and clients receive high-quality services. This position helps to bridge the gap between Health Department programs, healthcare and insurance providers, and community resources to improve financial and billing procedures while contributing to positive community and economic growth. No additional County Appropriation is required.
IMPACT ON HUMAN RESOURCES:
Human Resources will be needed to post and fill the position and facilitate all other hiring requirements.
IMPACT ON BUDGET:
This position has been budgeted to be paid from account 2210-636.000-702.000 and related fringe accounts. The FY 25-26 budget will not need a budget adjustment due to savings from leave of absence during the year.
IMPACT ON FACILITIES:
No expected impact on facilities.
IMPACT ON TECHNOLOGY:
Information Technology support will be needed to assist with the set-up of electronic devices (laptop, phone, access to program databases, etc.)
CONFORMITY TO COUNTY PRIORITIES:
The creation of this position supports both Healthy, Livable, and Safe Community and Long-Term Financial Stability through the utilization of community resources and guidance in medical billing.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Health Officer to authorize establishing, posting, and filling one (1) new Clerical Coordinator position, said new position to be fully funded by account 2210-636.00-702.000 and related fringe accounts, with no County appropriation required, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the July 15, 2026 meeting of the Finance Committee of this board).
BE IT FURTHER RESOLVED, that this Board directs the Director of Human Resources to have the necessary personnel position number created, as necessary, for said position and to commence the hiring process so that the position may be filled as soon as practicable, in accordance with County policy and applicable collective bargaining agreements.
