BOARD ACTION REQUESTED:
Staff is recommending approval of the fund transfer request as described below and requesting Genesee County Board Chairperson, Delrico J. Loyd to sign the contract.

BACKGROUND:
Mt. Morris Township has requested to transfer $40,000 from its 2024 Blight Elimination Project to a new Code Enforcement project as shown below. This project involves providing funding for code enforcement officer’s wages and abatement activities at properties within the low to moderate income areas of the township. The 2024 Blight Elimination project can no longer be completed because the Land Bank has already removed the houses selected by Mt Morris Township for demolition.

DISCUSSION:

IMPACT ON HUMAN RESOURCES:
There will be no impact on human resources.

IMPACT ON BUDGET:
The transfer request and new purchase order is for an amount up to $40,000 and will be billed to the budgeted CDBG funds.

IMPACT ON FACILITIES:
There will be no impact on Genesee County facilities.

IMPACT ON TECHNOLOGY:
There is no impact on technology as Genesee County technologies will not be utilized.

CONFORMITY TO COUNTY PRIORITIES:
GCMPC’s Community Development programs support Genesee County’s goal of community growth. These programs allow for funding to be allocated to organizations who assist low- to moderate- income residents, like senior centers. Projects using this funding will include new sidewalks, building additions, bathroom renovations, and other capital improvement projects.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Planning to authorize entering into a Subrecipient Agreement between Genesee County and Mt. Morris Township, said agreement being necessary to transfer funding in the amount of $40,000.00 from the Blight Elimination Project, account 2340-704.01-899.000, to the Code Enforcement Project, account 2340-704.07-899.000, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the February 5, 2025 meeting of the Community and Economic Development Committee of this Board), the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County, and the Chief Financial Officer is directed to record the attached budget amendment.
