BOARD ACTION REQUESTED:
Request to Create, Post and Fill one (1) Clerical Coordinator Position in the Office of the Genesee County Clerk and Register of Deeds

BACKGROUND:
To better serve the residents of Genesee County, maintain balanced workload, and provide advancement opportunities for staff, our office is seeking the creation of a Clerical Coordinator position. The additional Clerical Coordinator position would report directly to the Chief Deputy Clerk/Register. This position would focus on Concealed Pistol License processing, review, and escalations, as well as assisting with indexing and processing Property records. This position will also be able to serve as an extra staff member to assist residents at our service counter and on the phone.

DISCUSSION:
The creation of this position would provide additional support to allow the office to be open 5 days a week, Monday through Friday 8am-4pm.

IMPACT ON HUMAN RESOURCES:
HR has reviewed the position job description and provided the appropriate pay scale. HR will be involved in the hiring process for the staff position, which will likely be filled internally.

IMPACT ON BUDGET:
A budget adjustment is required for this position, which is attached in the supporting documents. NO general fund dollars are being used in the creation of this position with it being funded 80% by the CPL Fund and 20% by the ROD Tech Fund. The full costing of the position is attached using the highest wages for this position. We do not expect to be at the highest level of cost when the position is filled.

IMPACT ON FACILITIES:
There is already empty cubicle space in our office for additional staff to be hired.

IMPACT ON TECHNOLOGY:
There may be need for IT support in getting the appropriate phone, computer and other tech access to the staff member in this position

CONFORMITY TO COUNTY PRIORITIES:
This position will allow us to better serve our residents and continue to build a collaborative culture. The priority of fiscal responsibility is also demonstrated by not requesting funds from the General Fund.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that he request by the Clerk/Register to authorize creating, posting, and filling a new Clerical Coordinator position, said new position to be funded 80% by the Concealed Pistol License fund and 20% by the Automation fund, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the April 8, 2026 meeting of the Finance Committee of this Board), and the Chief Financial Officer is directed to record the attached budget amendment.
