BOARD ACTION REQUESTED:
Approval of the Genesee County Employee Notification System Usage Policy Manual

BACKGROUND:
Genesee County currently does not have a formal policy or established system in place for employee-wide emergency notifications. As County operations continue across multiple departments and locations, there is a need to establish guidance for the potential use of a centralized notification system to communicate urgent information to employees.

DISCUSSION:
The purpose of this policy is to establish guidelines for authorized use of the Genesee County Employee Notification System to communicate time-sensitive information to County employees.  The notification system is intended to provide rapid notification during emergencies and significant operational disruptions that may affect employee safety, County facilities, or continuity of County operations.  The system shall not replace routine departmental communication channels.

Coordination may be required for updated employee contact information.

IMPACT ON BUDGET:
There is no impact on the budget.

IMPACT ON FACILITIES:
There is no impact on Facilities.

IMPACT ON TECHNOLOGY:
Approved by IT.

CONFORMITY TO COUNTY PRIORITIES:
This request conforms to the County priority of Healthy, Livable & Safe Communities by supporting timely emergency communication to County employees during situations that may affect safety or operations.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

WHEREAS, Genesee County does not have a formal policy or established system in place for employee-wide emergency notifications; and

WHEREAS, County operations span multiple departments and locations, creating a need for a centralized method to communicate urgent and time-sensitive information to employees; and

WHEREAS, it is in the best interest of Genesee County to establish clear guidance for the authorized use of an Employee Notification System to support employee safety and continuity of operations.

NOW, THEREFORE, BE IT RESOLVED, that this Board of County Commissioners of Genesee County, Michigan, hereby adopts the attached Genesee County Employee Notification System Usage Policy Manual.

BE IT FURTHER RESOLVED, that the Employee Notification System shall not replace routine departmental communication channels and shall be used only for the authorized purposes outlined in the Policy.

BE IT FURTHER RESOLVED, that this Policy shall remain in effect until further action of this Board.
