BOARD ACTION REQUESTED:
Staff are requesting approval for Genesee County to enter into a contract with Environmental Testing and Consulting (ETC) to provide lead inspections, risk assessments, clearances, and asbestos testing for the rehabilitation programs administered by the Planning Commission and for Commissioner Avery to sign the contract. (GL accounts 2340-731.00-866.239, 2336-731.00-866.239, and 2360-731.01-866.239).

BACKGROUND:
Lead inspections and clearances are completed on each homeowner property (built prior to 1978) under the Home Improvement Program, as well as any property acquired under the Neighborhood Stabilization Program (NSP) and Neighborhood Purchase Rehabilitate Resale Program (NPRR).

DISCUSSION:
A Request for Proposals (RFP) was released through the Genesee County Purchasing Department for lead inspections, risk assessments, clearances, and asbestos testing.  Five proposals were received and scored by three staff members.  Environmental Testing and Consulting (ETC) received the highest average score and also submitted the lowest fee scale.

IMPACT ON HUMAN RESOURCES:
There will be no impact on Human Resources.

IMPACT ON BUDGET:
CDBG, CDBG-CV and HOME funding is in the current budget.

IMPACT ON FACILITIES:
There will be no impact on Facilities.

IMPACT ON TECHNOLOGY:
There will be no impact on Technology.

CONFORMITY TO COUNTY PRIORITIES:
Providing lead inspections, risk assessments, clearances, and asbestos testing falls in line with Genesee County’s priority of creating healthy, livable, and safe communities. The majority of homes that receive assistance through the Genesee County Home Improvement Program were built prior to 1978, and the lead inspections and risk assessments are critical to discovering and removing lead hazards.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN

LADIES AND GENTLEMEN:

BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Planning to authorize entering into a contract between Genesee County and Environmental Testing and Consulting (ETC), whereby Environmental Testing and Consulting (ETC) will perform lead testing and inspections, as needed, on homes to be rehabilitated through the Genesee County Home Improvement Program (HIP), Neighborhood Stabilization Program (NSP), and Neighborhood Purchase Rehabilitate Resale Program (NPRR), for the term commencing November 20, 2024, through November 19, 2025, with the cost of testing and inspections to be determined based on need and billed to the following account numbers: CDBG HIP 2340-731.00-866.239, CDBG-CV 2336-731.00-866.239, and HOME HIP 2360-731.01-866.239, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the November 13, 2024 meeting of the Community and Economic Development Committee of this Board), and the Chairperson of this Board is authorized to execute the Contract on behalf of Genesee County.
