BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to accept the Health and Human Services Grant Award 05CH012299-01-02 which approves the Head Start and Early Head Start Non-Federal Share Waiver in the amount of $1,338,173, with recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.
BACKGROUND:
Genesee County Head Start requested to waive the required local match for the Head Start and Early Head Start grants for 2023-2024 from $2,676,347 to $1,338,173 per Resolution 2024-437.
DISCUSSION:
GCCARD is requesting authorization to accept the Health and Human Services Grant Award 05CH012299-01-02 for the period of July 1, 2023 through June 30, 2024 approving the Non-Federal Share Waiver in the amount $1,338,173.
IMPACT ON HUMAN RESOURCES:
No impact on Genesee County Human Resources as staff are contracted through OLHSA
IMPACT ON BUDGET:
The required non-federal share amount was reduced from $2,676,347 to $1,338,173. A budget amendment is included in a separate request.
IMPACT ON FACILITIES:
This does not impact Genesee County facilities as space is leased.
IMPACT ON TECHNOLOGY:
This does not impact Genesee County technology.
CONFORMITY TO COUNTY PRIORITIES:
Approval of this waiver conforms to Genesee County’s priority of creating Healthy, Livable & Safe Communities by increasing the amount of dollars that go directly into the program that fights to eradicate poverty.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of the Genesee County Community Action Resource Department (“GCCARD”) to authorize accepting the terms of the U.S. Department of Health and Human Services Administration for Children and Families grant award 05CH012299-01-02 approving the Non-Federal Share Waiver in the amount of $1,338,173.00 for the period of July 1, 2023, through June 30, 2024, is approved (a copy of the memorandum request, award notices, and other supporting documents being on file with the official records of the August 14, 2024 meeting of the Human Services Committee of this Board), and the Chairperson of this Board is authorized, as necessary, to execute any waiver documents on behalf of Genesee County.
