BOARD ACTION REQUESTED:
The Court is requesting approval of the FY25 Multi-Systemic Therapy (MST) contract with Genesee Health System for the period commencing October 1, 2024 through September 30, 2025, in the amount of $275,000.00 to be paid from account 2920-663.06-801.004. The MST services are a part of the approved childcare fund annual plan and budget.
BACKGROUND:
The Circuit Court Family Division has collaborated with Genesee Health System since 2004 to provide MST services to court-involved youth. The MST team must be licensed to provide the MST services and must participate in annual training and quarterly coaching sessions to maintain fidelity to the evidenced-based model.
DISCUSSION:
MST is an evidence-based juvenile delinquency therapy model that helps youth (ages 12-17) and their families to function responsibly over the long term. MST reduces juvenile delinquency and antisocial behavior by addressing the core causes of such conduct-and views the client as a network of systems including family, peers, school, and neighborhood. Therapists have small caseloads and are on-call 24/7-providing services in the home at times convenient to the family. The average length of treatment is between 3 and 6 months.

LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request of the Family Division Administrator to authorize entering into a contract between Genesee County and Genesee Health System, whereby Genesee Health System will provide multi-systemic therapy services to court-involved youth for the term commencing October 1, 2024 through September 30, 2025, in an amount not to exceed $275,000.00 to be paid from account 2920-663.06-801.004, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the October 16, 2024 meeting of the Governmental Operations Committee of this Board), and the Chairperson of this Board is authorized to execute the contract of behalf of Genesee County.
