BOARD ACTION REQUESTED:
Genesee County Parks and Recreation staff requests approval to award ITB #26-495 - Cedar Shake and Shingle Roof Replacement to Weatherseal Home Improvements Co., Inc., in an amount not to exceed $590,205.00.
BACKGROUND:
ITB #26-495 was advertised by the Genesee County Purchasing Department. Three bids were received. Bids were reviewed by the Director and Director of Facilities Management. Weatherseal was the lowest bid. Parks has worked with Weatherseal in the past and was satisfied.
DISCUSSION:
Weatherseal will replace the following cedar shake and shingle roofs in Crossroads Village: Eldridge House, Coldwater Chapel, Stanley School House, School House Bathroom, Ticket Booth, Depot, Depot Restrooms, Attica Hotel, Mason Tavern, Masters’s Cider Mill, Broom Barn, Print Shop, Fox House

The replacement of deteriorated cedar shake and shingle roofs in Crossroads Village directly supports the County’s priorities by preserving a significant public asset, enhancing visitor safety and experience, and protecting the County’s historic parks system. The project strengthens community and economic growth by maintaining a premier heritage tourism destination that attracts visitors, supports local businesses, and contributes to the County’s sense of place. By ensuring the long-term preservation and functionality of these historic structures, the project aligns with the County’s commitment to providing quality facilities, fostering community pride, and promoting sustainable stewardship of public resources.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
WHEREAS, the Parks Department has requested the Purchasing Department to solicit a bid/proposal for Cedar Shake and Shingle Roof Replacement, in which three bids were received and evaluated.
NOW, THEREFORE, BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Parks and Recreation Director to authorize entering into a contract between Genesee County and Weatherseal Home Improvements Co., Inc., the lowest responsive provider, in an amount not to exceed $590,205.00 for the cedar shake and shingle roof replacements project at Crossroads Village, to be paid from account 2080-770.03-975.001, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the August 12, 2026 meeting of the Public Works Committee of this Board), the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County, the Chief Financial Officer is directed, as necessary, to amend the budget lines associated with this project, and the Document Review Board is authorized to approve amendments or change orders to this contract that are less than 10% of the total contract amount.
