BOARD ACTION REQUESTED:
Authorize and Sign contract for additional data feed services with Paylocity to BCBS and HealthJoy.
BACKGROUND:
While moving the retirees to the Paylocity platform for benefit enrollment mirroring how active employees change their benefits, we recognized the need to establish two new feeds from Paylocity. These feeds will automate changes that retirees make in the system and are one of the last pieces that HR has been working on to automate the system.
DISCUSSION:
Paylocity is currently being utilized by the County for our active employees open enrollment of the benefits. This contract allows for an additional feed to be utilized and automate the retirees to this system.
IMPACT ON HUMAN RESOURCES:
Implementation of contracts with Paylocity, communications with retirees, administration of open enrollment.
IMPACT ON BUDGET:
The total annual cost for these services is a $3,000 dollar set up fee and an expected annual cost of approximately $6,696.00 A budget amendment for this program is attached.

CONFORMITY TO COUNTY PRIORITIES:
Allowing retirees the ability to enroll for their benefits digitally offers them a more streamlined process that aligns with the technology of today. Genesee County is expected to save costs by not mailing out open enrollment forms to retirees.l
TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Deputy Director of Human Resources and Labor Relations to authorize entering into a contract between Genesee County and Paylocity, whereby Paylocity will set up an additional data feed for the County to allow retirees access to Paylocity for benefit enrollment for an expected set up cost of $3,000.00 and annual cost not to exceed $6,696.00 to be paid from account 1010-194.00-801.004, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the October 7, 2026 meeting of the Governmental Operations Committee of this Board), the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County, and the Chief Financial Officer is directed, as necessary, to make the line item budget adjustments.
