BOARD ACTION REQUESTED:
Approval of an agreement between Genesee County and the Board of Trustees of Michigan State University for the administration of the MSU-E millage.
BACKGROUND:
Genesee County voters approved a millage to support MSU-Extension services. As part of that millage, the County signs an agreement, annually, with MSU to memorialize expectations.
DISCUSSION:
With the consolidation of buildings, we have been delayed in approving an agreement with MSU-E who currently rents space in the GCCARD building on N. Saginaw St. MSU-E is in talks to find new space for their operations. With that understanding, the attached agreement no longer requires the County to provide space to MSU-E for operations. All other aspects of the agreement are consistent with previous years.
IMPACT ON HUMAN RESOURCES:
No impact on HR.
IMPACT ON BUDGET:
This agreement requires no additional appropriation outside of funding provided by the millage. There is no further impact on the budget.
IMPACT ON FACILITIES:
This agreement will create no impact of Facilities.
IMPACT ON TECHNOLOGY:
No impact on IT.
CONFORMITY TO COUNTY PRIORITIES:
This agreement furthers the Board of County Commissioner’s priority of creating a Healthy, Livable, and Safe Community. The work of MSU-E, as outlined in the agreement, directly aligns with those priorities.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request of the Director of Administration to authorize entering into a contract between Genesee County and the Board of Trustees of Michigan State University, on behalf of Michigan State University Extension (“MSUE”), whereby MSUE will provide Extension educational programs and other services within Genesee County for the term commencing October 1, 2023, through September 30, 2024, at a cost not to exceed $721,622.00 to be paid from the MSU-Extension Services millage funds, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the February 7, 2024 meeting of the Human Services Committee of this Board), and the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County.
