BOARD ACTION REQUESTED:
GCMPC staff is recommending the Board of Commissioners accept the Amendment to the Materials Management Planning Program Grant and for Chairman Dale K. Weighill to sign the agreement.
BACKGROUND:
Governor Whitmer signed an eight-bill package (HB 4454-4461, also known as Part 115 of the Natural Resources and Environmental Protections Act) into law on December 22, 2022. Effective March 29, 2023, this legislation updates Michigan’s solid waste management system with the primary intention of increasing the statewide recycling rate.
As part of the legislation, the Michigan Department of Environment, Great Lakes, and Energy (EGLE) is requiring each county in Michigan to develop a Materials Management Plan (MMP), previously called a Solid Waste Management Plan. The new MMPs will shift focus away from establishing landfill disposal capacity for garbage to waste diversion through recycling and composting programs. The Materials Management Planning Program Grant will fund the development of the MMP.
DISCUSSION:
-The development of the MMP is 100% State grant funded for the three-year plan development period.
-The grant agreement for the first of the three-year plan development period was accepted in September 2025 in the amount of $263,038.67.
-This amendment extends the end date from December 7, 2026 to July 31, 2027 and adds year two funding in the amount of $263,013.90 for an amended project total of $526,052.60.
-This funding will be used for costs for preparing, implementing, and maintaining the MMP.

No impact on human resources.
IMPACT ON BUDGET:
This grant funding has already been identified in the fiscal year 2027 budget. No general funds will be used for this project.

To meet Genesee County’s priority of healthy, livable, and safe communities, the development of the Genesee County Materials Management Plan will shift focus away from landfill disposal capacity for garbage to enhancing local recycling and composting programs. These waste diversion programs are essential for preserving the environment, conserving resources, reducing energy consumption, and promoting sustainable practices. Waste diversion is a key component of a comprehensive approach to materials management that aims to minimize the environmental and social impacts of waste generation.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Director of Planning to authorize accepting the Amendment to the Materials Management Planning and Program Grant for the development of Genesee County’s Materials Management Plan, said amendment being necessary to increase the grant budget by $263,013.90, for a new total budget of $526,052.60, and to extend the end date of the grant agreement to July 31, 2027, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the September 16, 2026 meeting of the Community and Economic Development Committee of this Board), and the Chairperson of this Board is authorized to execute the Amendment on behalf of Genesee County.
