BOARD ACTION REQUESTED:
67th District Court respectfully requests approval to accept the Operation Drive grant award through the State Court Administrative Office in the amount of $70,000 for the period of January 1, 2026, through September 30, 2027.
BACKGROUND:
67th District Court has a large number of misdemeanor traffic offenses. From January 2024 through October of 2025, the Court processed approximately 5000 Drove While License Suspended, Drove While Unlicensed, and Drove Without a Cycle Endorsement cases. By implementing a specialized docket, recidivism will be reduced and allow defendants who are otherwise safe drivers to obtain a valid driver’s license or proper endorsement.
DISCUSSION:
There is a need to provide defendants guidance on how to address underlying issues that led to a driver’s license suspension, guidance on how to address traffic tickets and warrants, and guidance on obtaining a valid driver’s license or endorsement. Operation Drive is designed to help individuals participating in the judicial process with structure, information, and encouragement to obtain a full and valid license.
IMPACT ON HUMAN RESOURCES:
The Operation Drive grant includes funds to cover partial wages and fringe of a District Court Specialist II.
IMPACT ON BUDGET:
The Operation Drive grant is in the amount of $70,000. The grant does not require a match. A budget amendment is attached to this request.

Operation Drive will provide efficient and equitable justice through the impartial application of law and procedure. The Program will enhance public safety and build a better community by providing all court users with civility, dignity, and respect.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the 67th District Court Administrator to authorize accepting the Operation Drive grant award from, and entering into a grant agreement with, the State Court Administrative Office, in the total amount of $70,000 for a period commencing January 1, 2026, through September 30, 2027, to provide funding in support of Operation Drive for 67th District Court, is approved (a copy of the memorandum request and supporting documentation being on file with the official records of the February 11, 2026 meeting of the Governmental Operations Committee of this Board), the Chairperson of this Board is authorized to execute any grant agreements on behalf of Genesee County, and the Chief Financial Officer is directed to record the attached budget amendment.
