recommendation

BOARD ACTION REQUESTED:
Genesee County Community Action Resource Department (GCCARD) requests authorization to accept the Health and Human Services Grant Award (05CH012299-02-01) that approves consolidating Early Head Start Expansion funding from grant 05HP000485 in the amount of $17,204,213 ($13,884,398 federal, plus $3,319,815 non-federal) to continue the operation of the Genesee County Head Start and Early Head Start Programs from July 1, 2024 through June 30, 2025 from this committee and recommendation of approval by the full Board of Commissioners at their next regularly scheduled meeting.

BACKGROUND:
This award approves the request to supplement this project by increasing funding and slot levels resulting from the consolidation of multiple Head Start grant awards. Specifically, this project will absorb Grant 05HP000485 annual funding and funded enrollment levels in this consolidation. Grant 05HP000485 includes annual funding levels of $2,403,564 for Early Head Start operations and $47,963 for training and technical assistance (T&TA), and 104 federal funded slots, effective 09/01/2024. The prorated costs based on the application submitted under 05HP000485 are $2,002,970 for EHS operations and $47,963 for EHS Training and Technical Assistance for the period of 9/1/2024 - 6/30/2025 combining 104 children to the already existing 322 for a total of 426 infants, toddlers and pregnant women. This award also covers the 2.35% COLA increase and increases the non-federal share requirement by $361,449. This award also shortens the project period from 6/30/2028 to 8/31/2026 to prevent any component of the consolidated award from exceeding the five-year limit on a grant project period per the Head Start Act.

DISCUSSION:
This funding provides services in center-based classrooms and through home visiting.  Comprehensive services include health and oral health, nutrition, mental health, education and family support services with the goal of preparing families and children for school success.

IMPACT ON HUMAN RESOURCES:
No impact on Genesee County Human Resources

IMPACT ON BUDGET:
The addition of funding from the federal awards is as follows: $2,002,970 Early Head Start Main Grant, and $47,963 Early Head Start T&TA. The additional non-federal share match added per approved waiver is $361,449. This match is generated through community partner and volunteer support in the form of classroom space and volunteer time, supplies and vendor discounts specific to the program. See attached budget upload. Any PO’s issued for Fund 2809 will be changed to 2801.

IMPACT ON FACILITIES:
This does not impact Genesee County facilities.

IMPACT ON TECHNOLOGY:
This does not impact Genese County technology.

CONFORMITY TO COUNTY PRIORITIES:
Funding will assist in creating Healthy, Livable, and Safe Communities by providing the earliest support possible for Genesee County infants, toddlers, and pregnant individuals regardless of demographic, and Community Growth by offsetting some of the exponential costs of early childhood nutrition and education and providing safe spaces for families to develop.
