BOARD ACTION REQUESTED:
The Genesee County Community Action Resource Department (GCCARD) requests authorization from this committee to accept the Oakland Livington Human Service Agency (OLHSA) Fiscal and Personnel Agreement amendment for 2024-2025 between Genesee County and OLHSA in the amount of $9,835,177, with a recommendation of approval by the full Genesee County Board of Commissioners at their next regularly scheduled meeting.
BACKGROUND:
This is an amendment that adds a fourth year to the seven-year Oakland Livingston Human Service Agency Fiscal and Personnel Agreement. This amendment details the personnel costs in the amount of $9,835,177 for the 2024-2025 school year for Head Start and Early Head Start. All other terms are the same as detailed in the 2021-2022 agreement (RES-2021-752).
DISCUSSION:
The amendment is being submitted for the continuation of salaries and fringe benefits for staff working with Head Start and Early Head Start grants for the period of July 1, 2024, through June 30, 2025.
IMPACT ON HUMAN RESOURCES:
This does not impact Genesee County Human Resources as Head Start/Early Head Start staff are contracted through OLHSA.
IMPACT ON BUDGET:
The amendment details the personnels costs in the amount of $9,835,177 for the 2024-2025 school year for funds 2801-698.01-801.050, 2801-698.06-801.050, 2801-698.02-801.050, and 2801-698.07-801.050 with no general fund obligation. The Head Start and Early Head Start grant will be on an agenda at a later date and the budget will also be loaded at a later date when the grant receives formal acceptance.
IMPACT ON FACILITIES:
This does not impact Genesee County facilities as Head Start/Early Head Start space is leased.
IMPACT ON TECHNOLOGY:
This does not impact Genesee County technology.

This conforms to Genesee County priorities of Community Growth and Healthy, Livable, and Safe Communities and Long-Term Financial Stability with the provision of salaries and fringe benefits for Head Start staff, ensuring the continuation of Head Start and Early Head Start programming in Genesee County.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Executive Director of the Genesee County Community Action Resource Department (“GCCARD”) to authorize amending the Oakland Livingston Human Service Agency Fiscal and Personnel Agreement for 2024-2025, said amendment being necessary to include funds from the Department of Health and Human Services to cover the fiscal year 2024-2025 costs of salaries and fringe benefits in the amount of $9,835,177 for the Regular Head Start and Early Head Start staff members, to be paid from account numbers 2801-698.01-801.050, 2801-698.06-801.050, 2801-698.02-801.050, and 2801-698.07-801.050, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the July 17, 2024 meeting of the Human Services Committee of this Board), and the Chairperson of this Board is authorized to execute the amendment on behalf of Genesee County.
