BOARD ACTION REQUESTED:
Seek approval to accept the Michigan Department of Corrections-Office of Community Corrections Comprehensive Plans and Services contract for FY 2026, in the amount of $621,217.00. The contract has now been provided to Genesee County for final acceptance and signature.
BACKGROUND:
Genesee County’s Fiscal Year 2026 P.A. 511 Comprehensive Plan was approved for funding by the Michigan Department of Corrections-Office of Community Corrections (MDOC-OCC). Genesee County’s Community Corrections administration and programming funding for FY2026, under its P.A. 511 Comprehensive Plans and Services contract, is $621,217.00. The funding is divided between two general program areas and comprehensive plan administration. The funding allocations by general program areas and plan administration are: General Plans and Services: $452,159.06; Plan Administration: $169,057.94; The MDOC-OCC allocation was the result of a Genesee County FY 2026 Comprehensive Corrections plan application. The application was approved for submission by the Genesee County Board of Commissioners on June 18, 2025 (Reso #2025-1800). We were awarded an increase of $3,534.00 this fiscal year compared to last fiscal year. However, we were not granted the original request of $630,677.10.
DISCUSSION:
The Office of Community Corrections received official notice that our grant request was approved with an amended amount by the Michigan Department of Corrections. The contract has now been provided to Genesee County for final acceptance and signature.

TO THE HONORABLE CHAIRPERSON AND MEMBERS OF THE GENESEE COUNTY BOARD OF COMMISSIONERS, GENESEE COUNTY, MICHIGAN
LADIES AND GENTLEMEN:
BE IT RESOLVED, by this Board of County Commissioners of Genesee County, Michigan, that the request by the Community Corrections Director to authorize accepting the Michigan Department of Corrections - Office of Community Corrections Comprehensive Plans and Services Contract for Fiscal Year 2026 in the amount of $621,217.00, and entering into a grant agreement between Genesee County and the Michigan Department of Corrections (MDOC) for the term commencing October 1, 2025, through September 30, 2026, to fund the Community Corrections administration and programming for FY 2026, is approved (a copy of the memorandum request and supporting documents being on file with the official records of the December 3, 2025 meeting of the Finance Committee of this Board), the Chairperson of this Board is authorized to execute the contract on behalf of Genesee County, and the Chief Financial Officer is directed to record the attached budget amendment.
